Command under the Creed
This is the first officer phase. The creed sets out how Zaenderism sits inside the state. In the Army, being a Zaenderist is not required of a recruit, but soldiers are trained to become Zaenderists until it is mandated at the rank of at least Major: every senior officer of the military is a Zaenderist. In the Legion it is mandatory for every member, and at least a Senior Zaenderist is required to go beyond a Century Leader. The house has since written the Legion's rule down: Legionnaire to Master Decanus must be Zaenderist, Optio to Master Optio must be Senior Zaenderist, Tribune Leader to Cohort Leader must be Master Zaenderist. The higher your tier, the more likely you are to be an officer or to serve in a more elite division.
Honorary Zaenderists are men given a pass by Aleczaender or a member of the Graend Council to hold a senior role before they have gone through the application. They must still complete a form or a loyalty test, and they are marked by a medal or badge. Zaenderists never occupy an active field role except at Zaenderist events on Zaenderist grounds; their duty in the field is their duty in the existing branches of the state.
The Imperium's own ladder is separate from the Zaenderist one. A man joins the main group as a Provincial, rises to Patrician, and stands in full standing as an Octavian, the floor of every sworn member. Above it are Octavian Staff, Octavian Command, the elected Octavian Senator, Octavian Leadership, the Graend Council, and at the summit the Emperaetor. Your rank in your division is a third ladder again. Do not confuse the three when a rank is named; the Academy will ask you which is which.
The state stands on three branches and its ministries. The Army defends Octavium with the Armored, Gendarmeric, Shock, Teutonnian-Volunteers, Velites, Regulars and Marines Divisions. The Legion enforces the law with the Guard, Inquisition, Police, Vanguard, Order and Inspectorate Cohorts. The Regime administers, and the Ministries, Judicial, External, Enterprise and Enlightenment among them, govern civil life. The Judicial Ministry runs the courts, where charges are filed and heard; the Inquisition is the house's security and the body that audits Zaenderist standing.
Discipline is written down and automatic where it can be, and it never runs through an officer's own hand or through general chat. A minor infraction draws a loyalty jack. Serious or repeated matters go through Penance out of the Pardon office, with a real deadline and an automatic demotion if it is missed. Formal charges go to the Judiciary. Security, treason and standing belong to the Inquisition: a man who is liquidated by it is removed from the Imperium entirely, from every server and from the game. The Academy itself is part of this order: the Inquisition audits whether a man holds the Zaenderist tier his rank requires, gives him two weeks, and demotes him to a rank his tier allows if he does not reach it.
THE OFFICER AND THE MAN. The Zaenderist Struggle teaches that under the principle of sacrifice the class difference between the common officer and the common soldier is swept away: both recognise that their achievements alone are miniscule and that only the collective achievement counts. An officer is therefore not a man with privileges; he is the man who carries more of the sacrifice. The creed's warning is aimed at him more than at anyone: the true weakness of Zaenderism lies at the top, in the caste under Aleczaender, and its name is self-ambition, useful to build empires and useless to keep them. The officer is watched harder than the man he leads, and a betrayal at his level is denounced at once. Loyalty is a weapon, not love: it destroys the opportunist, the traitor, the liar, the coward and the ego, and an officer wields it first against himself.
MEN. An officer answers for men, and the creed tells him how. An insubordinate soldier who refuses a lawful order goes up the chain of command, draws a loyalty jack for the minor matter and Penance for the repeated one, and is never argued with in general chat and never demoted on the spot by a man's own temper. A friend who begins to doubt the Leader behind closed doors is a matter of loyalty, not of friendship: he is warned once, plainly, and the doubt is reported to the Inquisition, because a man who carries a friend's doubt with him has chosen the friend over Aleczaender. A man who wronged you, who doxxed you or slandered you a year ago, and who now serves under you loyally, is judged on the fanaticism of his loyalty and the merits of his work and on nothing else in his character unless it impairs those two; you work with him, you keep the record, and you keep your own feelings out of the Imperium's business. Treason discovered in your century is the Inquisition's to judge and yours to contain: the man comes off every post and every plan within the hour, the century is told plainly, and nobody mourns. Good riddance; a more loyal man steps forward.
STRUCTURE. When the creed built the Zaenderist Organisation it kept the manpower in the branches and divisions, and made the departments a mandated effort of loyalists so that nobody full-times a bureaucratic role. An officer who designs a division keeps that shape: one chain from the commandant through his vice and his officers to the non-commissioned band and the enlisted; every man with one superior he goes to first; quota, leave and ranking run through the Command Portal, every event through the host log, every post trusted only after the Custode check. The lesson of Richterism's fall is the design rule: a structure whose definition can be bent by whoever holds power will be bent, so the rules are written down, they centre on Aleczaender, and the Inquisition audits them. A branch that poaches another, or fills posts with friends rather than with the qualified, is building Leutgardism inside the Imperium.
PROTOCOL. The Graend Council is Aleczaender's own council and it is addressed by office: the Graend Director, the Graend Chairman, the Graend Marshal, or Councilman and the name, never by a nickname or a first name. The Emperaetor is the Leader, and is addressed so. A petition to the Council goes up the chain, through your commandant, and through the offices: a report to the Custode's ticket, a rank to the Command Portal, a charge to the Judiciary. It is short, it asks rather than demands, and it ends as the oath ends. A Councilman's inbox is not a court, and a dispute sent there in a direct message is a dispute sent around the Imperium, not through it. OCTAVIUM, the bot, is the Imperium's clerk, not a man: it carries roles, ranks, notices and the log between Discord, Roblox and the websites. You speak to it by its commands, /verify username: in the verify channel or through the Octavian Universe, and the Praetor answers questions when it is written to; you report its faults in the bug channel, you never argue with it, and you never ask it for a rank you have not earned. Officers run their command through the Command Portal, which is where the bot takes their orders.
THE FIELD RECORD. Before the examination of this phase opens, the Academy reads the house's own host log and asks for two events hosted by you since the phase opened. That is the one thing this course asks of you in the game, and it is asked because an officer is known by what he hosts.
The spoken parts are marked on conviction as much as on content. To reach the highest grade you must speak as a true believer speaks: with full force and feeling, in character, the way a state broadcaster proclaims the creed to the nation, never flat and never mumbled. Recite, declare your loyalty, and give your opinion of the Leader as though the whole Imperium is listening. A correct answer said without conviction does not earn the top mark.
The practice questions of this phase open when you stand in it. Nothing of a later phase's examination is shown before its time.
