The Rank Structure and Chain of Command

Every man who joins the Imperium's main server starts as a Provincial and rises to Patrician before he is trusted with full standing. Full standing itself is the rank of Octavian: this is the ordinary member of the Imperium, not a junior rank waiting to be replaced by something else, but the floor every sworn member stands on.

Above Octavian sits Octavian Staff, which is where division officers and cohort centurions are found. Above that is Octavian Command, senior authority trusted with sentencing, manual ranking oversight, and the kind of decisions that are not left to any one division alone. Octavian Senator sits above Command and holds a seat in the elected Senate. Octavian Leadership and the Graend Council stand above the Senate, and at the summit of the whole ladder is the Emperaetor, who leads both the Imperium and Zaenderism itself.

This ladder is the main group's own. It is not the same ladder as your rank inside your branch or division: the Army, the Legion, and the Regime each keep their own chart, and a man can hold real authority in his division while still climbing the main ladder separately. Do not confuse the two when you hear a rank named.

The practical rule beneath all of this: a concern goes to your immediate superior first. Chain of command is not ceremony, it is how the Imperium keeps order without every dispute landing on Octavian Command's desk at once.
